There's an old saying in the cheating world, "If you can't cheat your friends, who can you cheat?" Your enemies aren't going to make it easy to cheat them, so who does this leave?
The following I've heard 1000 times, if I've heard it once. "Our game is too small to cheat, so we don't worry about it". Yes, it's too small to cheat for most, but not for all.
I've played in private games since the 60s. The one's that started off honest, were soon found by cheats who extracted all the money from them, or still kept them going to make a few dollars to supplement their income.
Road cheats make it a priority of looking for these games. Sloppy shuffling, sloppy dealing and other things may make some of these people look like 'suckers', but in the forty years I played in private games, I never found an honest one. It may have been honest initially, but I can guarantee it soon either went out of business or the cheats found it.
People playing for small stakes, rarely have any expertise on catching cheating. Even if you suspect it, how do you prove it?
Plain and simple, some people steal millions, while other steal dollars. Water seeks it's own level and if some can supplement their income with a few hundred a month, they're happy.
Just a few year ago, a friend of mine was being appointed head of a lodge, the Elks, if I'm not mistaken. They had a small 25 cent - 50 cent game that went two times a week. They used quarters and the big winner usually won about $40-$50. Knowing I played poker, he took me back to look at the game.
It took all of one minute for me to spot a 70 year old cheat dealing from the bottom. No one had a clue.

Marked Cards
Most of the cheap marked cards come with some minor changes, such as a missing part of a pattern, an edge shaved so slightly, but enough to let a person see the card and know what is. Cards such as these are usually paper cards, but can be acquired as novelty decks in plastic.
However, when stakes get higher, a different type of marked card enters the picture. We are talking about games where many hundreds and thousands are won and lost.
Games with buy-ins of $100-$1,000 as a norm. Games with buy-in higher than these have marked cards that cost $1,000s to buy. Most need more equipment, such as contact lenses or camera's with certain type's of filters. Most of these marked cards are invisible to the naked eye. However, Blackline and Whiteflash are not.
